Labor Compliance Program (LCP) Third Party Administration - SysTech provides complete LCP services including procurement design support, bid document preparation support and review, public works applicability assessment, pre-bid and job walk presentations, contract language review, field monitoring and interviews, certified payroll reviews and audits, staff and contractor training, wage restitution and penalty assessments, administrative review representation, contract close-out, and other services as required.

SysTech also monitors and manages underutilized business enterprise (UBE)and local and targeted hiring requirements. This includes leadership or support for recruitment events focused on UBEs, underrepresented populations, and underserved communities.

SysTech is paperless office competent and experienced with LCPtracker^tm, eComply Solutions, Anovo Systems, PMWeb, and Elation Labor Compliance Software for electronic collection and validation of certified payroll records.

SysTech's principal, Mr. Kato Cooks, holds a Professional Designation in Government Contract Managemet (UCLA), is a Resident Engineer Academy graduate (California Department of Transportation/CSU Sacramento), graduate of the Organizational Leadership Academy of the Transportation Leadership and Management Program (L..A County Metropolitan Transportation Authority/UCLA), Turner School of Construction Management graduate (Turner Construction Company), and a DBE/ACDBE Academy graduate (U.S. Department of Transportation). He is also a graduate of the African-American Management Program of United Way and Kellogg Training Center/UCLA.

Cooks is an experienced contract manager and labor compliance officer, government DBE administration manager, PLA/CBA administrator, and agency field investigator. Mr. Cooks has also served law firms as an expert witness in public works contracting violations and worked for labor-management cooperative trusts and labor union locals as a labor compliance consultant.
